The SMCAANA Constitution
Name and address of the organization:
A. The name of the organization shall be SIND MEDICAL COLLEGE ALUMNI ASSOCIATION OF NORTH AMERICA, Abbreviated As “SMCAANA” And referred to as “Association” in the bylaws. The office of the Association shall be the address of the then President of the Association, or as designated by the executive committee, from time to time.
(III) Policy
A. The primary purpose of the association is to provide a forum for professional and social Interaction among Sind Medical College graduates. The following objectives are defined to achieve the goals:
- Periodic meetings of the association, to facilitate a better understanding, Discuss common issues and to find an appropriate solution.
- Promote ways and means for enhancement of medical knowledge through distribution of literature, publications and audiovisual means.
- Provide guidance and assistance to the graduates of Sind Medical College, seeking residency positions or preparing for ECFMG certification examination, In the United States or in Pakistan.
- Arrange meetings with organizations involved in promoting medical knowledge and technology.
- Foster, preserve and perpetuate medical ethics among SMC graduates.
(IV) Eligibility:
- A graduate of Sind Medical College, hereafter referred to as “SMCian”, residing in North America shall be eligible to apply for membership of the association.
- B. Active member:An Eligible SMCian who has applied for membership, has paid membership dues and is not currently subject to any sanctions.
- C. Former member:An Eligible SMCian who has not paid the membership dues.
- D. Non-member:AN Eligible SMCian who has not applied for membership.
- E. The SMCians in “Active Membership” category will constitute the “General Membership” forum.
- F. Conditions of membership:As Conditions of membership, members must agree to abide by the constitution of SMCAANA and pay the annual dues as set or modified from time to time by SMCAANA.
(V) Disciplinary Action.
1. Sanctions may be imposed by SMCAANA on any of its members who commit an act inimical to SMCAANA. Such sanctions may include suspension of membership for a specified time, Or expulsion from membership.
2. Any member of the SMCAANA who insults another member or behaves in an offensive manner concerning SMCAANA affairs will be suspended from the SMCAANA membership, from any committee and will not be allowed to attend any SMCAANA official gathering for a period of two years.
Executive Committee
A. The Executive Committee (Cabinet) shall comprise of elected officers in the following posts: One President; Two Vice Presidents; One General Secretary and One Treasurer. Starting from Election Year 1999 The Executive Committee (Cabinet) shall comprise of One President; One President Elect; One Vice President; One General Secretary and One Treasurer.
B. The Function and Duties of the Executive Committee (Cabinet) Officers shall be as follows:
- Announce time and place of all meetings. Annual General Body Meeting shall be held every year together with the APPNA Summer Meeting. All active members can attend. The Cabinet (Executive Council) will decide dhe time and a day for the meeting at the APPNA Annual Summer Meeting.
- Exercise, Conduct, Manage and Control the powers, business and affairs of the association.
- Nominate Regional Councilors and assign appropriate duties. Regional Council shall be according to APPNA Region Plan. In the Initial Phase 1-3 Regional Council will be combined. As the number of the members grow, all regions will conduct business on the basis of their regional areas according to the APPNA Region Plan. Board Of Trustees and the Executive Committee will decide on the timing of the implementation of this plan.
- Establish contact with an individual or an organization to enhance the aims and objectives of the association.
- Establish an annual membership fee and it’s collection from the eligible members.
- Inform the members in advance about the date and location of the annual meeting.
- Announce election date and inform the general membership by mail or by the newsletter.
- Nominate one representative for each class (Graduation Year). This representative will report to the Executive Committee about the SMCians of their class.
Board of Trustees
A. The total number of Board Of Trustees will be seven. The Past President and Vice Presidents will comprise the Board Of Trustees. Once there are five Past Presidents, only Two Vice Presidents will comprise The Board Of Trustees. Once there are seven Past Presidents, then, after each election the recent Past President will become The Member of Board of Trustees and one existing member will retired from The Board of Trustees. All members of The Board of Trustees shall maintain the membership.
B. The Function and Duties of The Members of The Board Of Trustees shall be as follows:
1. Oversee the function of the existing Executive Committee (Cabinet).
2. Elect members of the election committee who will oversee the election
process.
Elections
A. The General Membership shall act as the nominating body for the office
of the President Elect, Vice President, General Secretary and the Treasurer
for the Next Election Year.
B. Each candidate shall be nominated by at least three active members.
C. Election shall be conducted by an independent person or committee designated by the Executive Committee (Cabinet). Nomination paper will be sent to active members three months before the election to nominate for President, Two Vice Presidents, General Secretary and a Treasurer. The ballot paper will be sent to active members one month before the election. The names of the candidates nominated for the specific position by the active members shall appear on the ballot paper. The active member shall to choose one name for each position. The ballot paper should be received by the deadline. The new cabinet (Executive Council) will be announced at the subsequent annual meeting.
D. The Executive Committee (Cabinet) shall serve a one year term.
E. A vacancy in any of the officer’s position shall be filled by representatives elected from the general membership.
(VII)Miscellaneous
A. This constitution shall be construed according to the laws of the state where the association is registered in the United States Of America.
B. The Executive Committee shall decide when to form and start the sub-committees.
(IX) Amendments
A. Every amendment to these bylaws shall be initiated by submission to the Executive Committee, a proposition in writing signed by at least 10 members.
B. The amendment must be approved by at least two-third general membership present in the meeting.
C. The bylaws may not be amended prior to the next general body meeting.
